No. The Apostille Convention entered into force for Canada on 11 January 2024. The old multi-step process through the Canadian consulate is no longer required.
A California document going to Canada now needs only an apostille from the California Secretary of State. Plenty of guidance still online says otherwise — it has been out of date since January 2024.
